NOTICE IS HEREBY GIVEN that a Hearing has been scheduled before the Westfall Township Building Appeals Board for Monday, April 15, 2019 at 7:00 p.m. for an appeal of the permit fees charged by the Township to Pike Health Property, LLC for the property located at 109-111 Rivers Edge Drive regarding the construction of a Nursing Home/Personal Care Home at the Westfall Township Municipal Building, 102 La Barr Lane, Matamoras, Pennsylvania. All township residents and other interested parties are invited to attend.

The Regular meeting of the Westfall Township Board of Supervisors was held Monday, March 4, 2019 at 7:00 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.
Those present were Vice Chairman, Jerry Dotey; Supervisors; Robert Bostinto, Paul Fischer, Paul Schaldonat; Solicitor; Robert Bernathy; and Secretary, Jodi Manheim; Zoning Officer, Jeff Cammerino. Also present were Road Master, Bill Schneider; Emergency Management Coordinator, Mike Fischetta; Westfall Township Fire Department Chief; Fred Jacobs; Westfall Fire Department President, Bill Koferl; Mill Rift Fire Department Representative, Bill Schneider; Treasurer, Scott Myer; Joe Sain, Matamoras Borough Council; Patrick Tigue, US Census Bureau and John Stelmachowicz, US Census Bureau and approximately five members of the general public.
Chairman Melvin was absent.
EXECUTIVE SESSION: The last executive session was held on February4, 2019 at 6:40 pm for personnel matters.
APPROVAL OF AGENDA:
A motion was made by Supervisor Bostinto to approve the agenda with no changes. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
PUBLIC COMMENT: Mr. Sain addressed the Board with a concept of regionalizing Airport Park. He noted the following:
- He has an active role in the park operations for the past five years
- Information in the 2010 Joint Comprehensive Plan
- Park was created in the 1960’s
- Mr. Gassman started park with no budget and all volunteers
- Now 30,000 to 40,000 visitors per year
- More financial demands
- Matamoras in is need of financial support
- DCNB and Conservation District grants obtained
- Regionalization would open more grant opportunities
- Matter is open for discussion
- He has a six step plan in mind which is actually spelled out in the Comprehensive Plan
- Regionalization would be better for the park and the citizens of Westfall Township
Vice Chairman Dotey stated the Board will discuss this matter at a workshop meeting. Mr. Sain expressed his appreciation of the Board’s time. He also noted that he would be attending a Milford Township meeting to discuss the matter.

February 4, 2019 Regular Meeting Minutes: A motion was made by Supervisor Schaldonat to approve the February 4, 2019 minutes. The motion was seconded by Supervisor Bostinto and carries with all in favor.

Westfall Fire Department: Chief Jacobs gave the report for the month of February, 2019 which reflects the following: Assist EMS-1; Automatic Fire Alarms-7; Investigation-1; Wires Down-1; Motor Vehicle accident-1 The Total calls for February, 2019 were 11. The total fire calls year to date are 41.

BUILDING/ZONING REPORT: Jeff Cammerino gave the report for February, 2019 which reflects the following:
4 Building Permits, 1 Mechanical Permit and 1 Sign Permit for the month of February, 2019 totaling $3,066.00.
A motion was made by Supervisor Fischer to approve the Building/Zoning Report for February, 2019. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
EMERGENCY MANAGEMENT: Mr. Fischetta gave the report for February, 2019 which reflects the following:
*No calls for the month of February, 2019
*Mr. Fischetta participated in two webinars with NWS Binghamton for the different Winter weather events that occurred over the last month.
A motion was made by Supervisor Bostinto to approve the Emergency Management Report for the month of February, 2019. The motion was seconded by Supervisor Fischer and carries with all in favor.

OLD BUSINESS:
- Cable Company Contract/Franchise Agreement: A motion was made by Supervisor Schaldonat to schedule a workshop meeting for March 18, 2019 at 6:30 pm. The agenda will include this matter. The motion was seconded by Supervisor Fischer and carries with all in favor.
- Engineering Proposal for Material Storage Building: A motion was made by Supervisor Bostinto to approve the Kiley Associates, LLC proposal dated February 15, 2019 in the amount of $13,980.00 for the Material Storage Building engineering. The motion was seconded by Supervisor Fischer and carries with all in favor.
- Specification Package for base of proposed salt storage shed building: This matter was tabled.
- Fire Protection Contract-Compliance by Fire Departments: This matter was tabled.
- Modification of Township Building/Police Department Relocation-Engineering Proposal: A motion was made by Supervisor Schaldonat to approve the Kiley Associates, LLC proposal dated February 25, 2019 in the amount of $11,030.00 engineering fees for the renovation of the Township Building for proposed police department relocation. The motion was seconded by Supervisor Bostinto and carries with all in favor.
NEW BUSINESS:
- Delaware Valley School District-Fire Alarm: Discussion followed regarding the fire alarm system at the Delaware Valley High School which has been disabled. Solicitor Bernathy directed Chief Jacobs to confirm in writing with the Delaware Valley School District that measures would be put in place to correct this matter.
- Mr. John Stelmachowicz-US Census Bureau-2020 Census Briefing Presentation: Mr. Stelmachowicz noted the following:
- he has been meeting with state, county, township and boroughs
- Allentown Census Office represents this area
- Recruiting is being done
- Grant writing information is pulled from census data
- Census information can be done on line-short and easy process
The Board thanked Mr. Stelmachowicz for the presentation.
- Website Security/Update Service: Niki Jones Agency, Inc.: Supervisor Bostinto confirmed with Secretary Manheim that the township computer service has never been hacked, no viruses and no security breaches have taken place. This matter was deferred to the March 18, 2019 Workshop Meeting.
- MRM Trust-Proxy: A motion was made by Supervisor Fischer to authorize the Chairman of the MRM Trust to cast vote on behalf of the Township. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
- MRM Property & Liability Trust-Proxy: A motion was made by Supervisor Schaldonat to authorize the Chairman of the MRM Property & Liability Trust to cast vote on behalf of the Township. The motion was seconded by Supervisor Bostinto and carries with all in favor.
- Building Appeals Board-Vacancies and number of members: A motion was made by Supervisor Fischer to revise the number of Board Members from five to three. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
A motion was made by Supervisor Fischer to appoint Ralph Burger as Building Appeals Board Member to fill the vacancy on the Board. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
- Arrump, LLC-Revised Minor Land Development Plan-Request for extension of plan recording time: A motion was made by Supervisor Schaldonat to deny the request for extension of plan recording time pursuant to Solicitor correspondence dated February 28, 2019. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
SUBDIVISION REVIEW and ACTION:
- Letter from Planning Commission: Brooks Partners, L.P. and Deborah Pierson Fischer/Paul Fischer-Minor Subdivision/Lot Consolidation Application: A motion was made by Vice Chairman Dotey to approve the Minor Subdivision and Lot Consolidation for Brooks Partners, L.P. and Deborah Pierson Fischer/Paul Fischer. The motion was seconded by Supervisor Schaldonat and carries with three in favor and one abstention. Supervisor Fischer abstained due to his interest in the subject property.
A motion was made by Supervisor Bostinto to approve the waiver request for waiver of Section 403.2
(2) of the Subdivision and Land Development Ordinance referring to Plan Scale. The motion was
seconded by Supervisor Schaldonat and carries with three in favor and one abstention. Supervisor Fischer
abstained due to his interest in the subject property.

PUBLIC COMMENT: Mr. William Clark, Matamoras/Westfall Township Historical Society, addressed the Board with many thanks for giving the Historical Society the opportunity to rent the lower level of the Township Building. He noted the Historical Society will use the Driller Building as storage and will hold their meetings at the Matamoras Borough Hall. Mr. Clark then asked the Board if they would consider an extension for vacating the premises due to the recent weather conditions.
A motion was made by Supervisor Schaldonat to approve an extension in time for vacating the lower level of the township building until February 28, 2019. The motion was seconded by Supervisor Fischer and carries with all in favor.

The EMS Report for the month of January, 2019 was as follows: 40 Calls in Westfall Township, 9 Calls in Dingman Township, 5 calls in Milford Township, 9 calls in Milford Borough, 19 calls in Matamoras Borough, 2 calls in Delaware Township, 3 calls in Shohola Township, 8 Calls in Orange County, NY. Total calls for January, 2019 were 95. Total EMS calls year to date are 95.
The combined Year to Date calls are 125.

*organized zoning office for more efficiency
*worked on designing a more efficient zoning application form
*informed the Board of the status of a violation regarding an illegal dog breeding business on Cummins Hill Road
A motion was made by Supervisor Fischer to approve the Building/Zoning Report for January, 2019. The motion was seconded by Supervisor Bostinto and carries with all in favor.
EMERGENCY MANAGEMENT: Mr. Fischetta gave the report for January, 2019 which reflects the following:
*No calls for the month of January, 2019
*Mr. Fischetta noted there were two winter events that were closely monitored and remained uneventful. As of now the outlook for the remainder of the winter season shows nothing significant. That could change but is not likely.
*Also noted that EMA received a vhf amateur radio for use in the Township EOC as a donation from Matamoras EMA. This radio was from a lot of 3 originally donated by Chief Stewart EPRPD and former Pike County Sheriff Phil Bueki. This radio could potentially play a key role in emergency communications should there ever become a need.
A motion was made by Supervisor Bostinto to approve the purchase of a computer monitor and battery upgrade to the EMA computer not to exceed the cost of $850.00. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
A motion was made by Vice Chairman Dotey to approve the Emergency Management Report for the month of January, 2019. The motion was seconded by Supervisor Schaldonat and carries with all in favor.

- Schedule Workshop Meeting: A motion was made by Supervisor Bostinto to schedule/advertise a workshop meeting for Wednesday, February 20, 2019 at 7:00 pm. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
- Cable Company Contract/Franchise Agreement: This matter was tabled until the February 20, 2019 workshop meeting.
- Specification Package for base of proposed salt storage building: Kiley Associates, LLC currently working on bid package. This matter was tabled.
- Fire Protection Contract-Compliance by Fire Departments: This matter was tabled until the March 4, 2019 Supervisor Meeting.
- Modification of Township Building/Police Department Relocation: Brief discussion followed. Vice Chairman Dotey noted the next step will be to have Kiley Associates, LLC provide a bid specification package to prepare for bid advertisement. No action taken.
- Voting Delegate to State Convention: Brief discussion followed. No action taken.
- Non-Uniform Pension Plan-Minimum Municipal Obligation: Chairman Melvin confirmed with Scott Myer payment has been made in the amount of $16,336.00. No further action taken.
- Bluestone Boulevard Project/Stream Relocation-Kiley Associates, LLC: Mr. Whitehead explained the plan to the Board. He stated he would be meeting with the Department of Environmental Protection and that the next step would be figuring permitting cost. Chairman Melvin suggested the Board check into any grants available which were discussed at a previous meeting with Kristina Heister, National Park Service. No action taken.
- Sewage Extension-Grant Application/Resolution 2019-2/Intergovernmental Agreement: A motion was made by Supervisor Bostinto to approve Resolution 2019-2 Notice of Intent and a Resolution of the Municipality of Westfall approving an application for a grant under the Pike County Scenic Rural Character Preservation Program. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
A motion was made by Supervisor Fischer to approve the approval/execution of the Intergovernmental
Agreement between Westfall Township, Milford Township, Milford Borough, The County of Pike and
The Municipal Authority of the Township of Westfall for the purposes of agreeing on the procedures to
evaluate the feasibility of the Extension project and to go forward with the Westfall/Milford 537 Plan, if the
parties determine the project is feasible. The motion was seconded by Vice Chairman Dotey and carries with
all in favor.
- Hampton Inn/Best Western Tax Appeals-DVSD Legal Services Reimbursement/Appraisal Services Reimbursement: A motion was made by Vice Chairman Dotey to approve reimbursement to DVSD in the amount of $913.00 for Westfall Township percentage of appraisal fees pertaining to the Hampton Inn/Best Western Tax Appeals. The motion was seconded by Supervisor Bostinto and carries with all in favor.
A motion was made by Supervisor Schaldonat to approve reimbursement to DVSD in the amount of $3,186.00 for Westfall Township percentage of Legal Services pertaining to the Hampton Inn/Best Western Tax Appeals. The motion was seconded by Supervisor Fischer and carries with all in favor.
NEW BUSINESS:
- Change December 2019 Regular Planning Meeting to December 18th from December 25th: A motion was made by Vice Chairman Dotey to change the date of the December 2019 Regular Planning Meeting from December 25th to December 18th.
- Census Bureau-Employment Opportunities: Chairman Melvin explained correspondence received by the Census Bureau regarding upcoming employment opportunities through the Bureau. He stated to contact Jodi Manheim for the contact information if anyone is interested in seeking further information.
- Pennsylvania 811-Safe Digging Month Recognition-Resolution 2019-1: A motion was made by Supervisor Bostinto to approve Resolution 2019-1 recognizing April, 2019 as Safe Digging Month. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
- Paddler’s Point Garden Apartments-Verification of plans approved: A motion was made by Supervisor Fischer to confirm the previous approval of June, 2017 was to approve the Preliminary Plan of the Paddler’s Point Garden Apartments Land Development and NOT a Final Plan approval. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
SUBDIVISION REVIEW and ACTION:
- Letter from Planning Commission: Brooks Partners, L.P. and Deborah Pierson Fischer/Paul Fischer-Minor Subdivision/Lot Consolidation Application/Letter from Kiley Associates, LLC-extension request: A motion was made by Vice Chairman Dotey to accept offer to extend deemed approval period by sixty (60) days. The motion was seconded by Supervisor Schaldonat and carries with four in favor and one abstention. Supervisor Fischer abstained since he is one of the applicants.
- Letter from Planning Commission: Pike Health Properties, LLC/Westfall Senior Center Amended Major Subdivision and Preliminary/Final Land Development Plan: A motion was made by Vice Chairman Dotey to approve the Preliminary/Final Amended Plans for the Pike Health Properties, LLC application. The motion was seconded by Supervisor Bostinto and carries with all in favor.

Please take notice that the Westfall Board of Supervisors will hold a Workshop Meeting on March 18, 2019 at 6:30 p.m. for the purposes of discussing a proposed/draft Cable Company Contract, website security any other business that may come before the Board of Supervisors. The Regular meeting of the Westfall Township Board of Supervisors was held Monday, January 7, 2019 at 8:26 pm just following the Organization Meeting. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.
Those present were Chairman, Robert Melvin, Vice Chairman, Jerry Dotey; Supervisors; Robert Bostinto and Paul Schaldonat; Solicitor; Robert Bernathy; and Secretary, Jodi Manheim. Also present were Road Master, Bill Schneider; Westfall Township Fire Department Chief; Fred Jacobs; Mill Rift Fire Department Chief, Bob Lewis; Treasurer, Scott Myer; Rob Llewellyn, Mr. and Mrs. David Pearce and approximately 10 members of the general public.
Supervisor Paul Fischer was absent.
APPROVAL OF AGENDA: Vice Chairman Dotey added #4 under New Business as “lease of lower level of township building”
A motion was made by Supervisor Schaldonat to approve the revised agenda. The motion was seconded by Supervisor Bostinto and carries with all in favor.
PUBLIC COMMENT: No public comment.
MINUTES:
November 28, 2018-Supervisor Workshop Meeting Minutes: A motion was made by Vice Chairman Dotey to approve the November 28, 2018 minutes. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
December 3, 2018-Supervisor Regular Meeting Minutes: A motion was made by Supervisor Bostinto to approve the December 3, 2018 minutes. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
December 14, 2018-Supervisor Special Meeting Minutes: A motion was made by Chairman Melvin to approve the December 14, 2018 minutes. The motion was seconded by Vice Chairman Dotey and carries with three in favor and one abstention. Supervisor Schaldonat abstained due to his absence at the meeting.
TREASURER’S REPORT: Mr. Myer gave the report through the month of December, 2018.
A motion was made by Supervisor Schaldonat to approve the Treasurer’s Report through the month of December, 2018. The motion was seconded by Supervisor Bostinto and carries with all in favor.
POLICE REPORT: Chief Stewart gave the report for the month of December, 2018. The report reflects the following:

FIRE DEPARTMENTS:
Mill Rift Fire Department: Chief Lewis gave the report for the month of December, 2018 which reflects as follows:
12/05/18: Work Night-Ran and checked all vehicles
12/11/18: Structure fire-111 Birch Road-Pellet stove malfunction
12/19/18: Work Night-went over engine-Tanker 1
12/23/18: Mutual Aid-Station 39-Alvin Court-Furnace Fire-Tanker

A motion was made by Supervisor Schaldonat to approve the December, 2018 Mill Rift Fire Department Report. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
Westfall Fire Department: Chief Jacobs gave the report for the month of December, 2018 which reflects the following: 6 Automatic Fire Alarms; 6 Motor Vehicle Accidents; 1 CO Alarm; 4 Controlled Burns; 2 Chief Investigations; 5 Structure Fires. The Total calls for December, 2018 were 24. The total fire calls year to date are 369.
The EMS Report for the month of December, 2018 was as follows: 62 Calls in Westfall Township, 10 Calls in Dingman Township, 7 calls in Milford Township, 10 calls in Milford Borough, 27 calls in Matamoras Borough, 2 calls in Delaware Township, 2 calls in Shohola Township, 1 call in Wayne County, Pa and 8 calls in Orange County, NY. Total calls for December, 2018 were 129. Total EMS calls year to date are 1,747.
The combined Year to Date calls are 1,747.
Training for the month: Four drills/In-house training sessions held for 72 hours
Other: New Department Officers: Chief-Fred Jacobs, 1st Assistant Chief, Mike Pflanz, 2nd Assistant Chief, Bernie Swartwood, Captain, John Codichini and Lieutenant, Hayden Thompson
Discussion followed regarding year end reports and the amount of ambulance calls being handled. Rob Llewellyn noted that 50% of all EMS calls are outside of Westfall Township.
A motion was made by Supervisor Bostinto to approve the Westfall Fire Department report for the month of December, 2018. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
HIGHWAY DEPARTMENT: Mr. Schneider gave the report for December, 2018 which reflects the following:
*Department maintained equipment
*Metal Dumpster Clean Up-$700 income
*50 tons more salt ordered
*Ordered Milford Landing Drive Sign-Kuharchik will install on red light arm
*Cold Patching done throughout the township
*Trimming done on right of way
*Maintenance done on compost area
*Waiting for Surveyor to call regarding Bluestone Boulevard-Polatnick area
*Department was out for storms on 12/7, 12/13, 12/16, 12/24 and 1/3
*Mr. Schneider showed the Board some pictures of cable wires down around the township
A motion was made by Vice Chairman Dotey to approve the Highway Department Report for December, 2018. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
BUILDING/ZONING REPORT: Jodi Manheim read the report for December, 2018 which reflects the following:
1 Building Permit, 1 Electrical Permit and 6 Zoning Permits for the month totaling $4,236 with $2,700 outstanding due. One permit still ready for pick up.
A motion was made by Supervisor Bostinto to approve the Building/Zoning Report for December, 2018. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
EMERGENCY MANAGEMENT: Mr. Fischetta gave the report for December, 2018 which reflects the following:
*No calls for the month of December
*Mr. Fischetta requested permission from the Board to start a Facebook page for Westfall EMA
*Mr. Fischetta reminded the Board of the NIMS requirements for any Supervisors that are not certified
*Mr. Ewbank returned all EMA equipment and Mr. Fischetta will submit a full inventory list at next month’s meeting
A motion was made by Vice Chairman Dotey to approve the department opening and maintaining a Facebook page as long as Mr. Fischetta maintains the page. The motion was seconded by Supervisor Schaldonat and carries with all in favor.

OLD BUSINESS:
- Highway Department Employee: This matter was tabled until after executive session near the end of the meeting
- Proposed Fire Code Enforcement Ordinance: This matter was tabled.
- Cable Company Contract/Franchise Agreement: This matter was tabled until a workshop meeting. Chairman Melvin directed Secretary Manheim to add the matter of scheduling a workshop meeting to the February 4, 2019 Supervisor Meeting agenda.
- Specification Package for base of proposed salt storage building: This matter was tabled. Kiley Associates, LLC still working on bid specification package.
- Fire Protection Contract: This matter was tabled until after the executive session near the end of the meeting
- Township Building Security: This matter was tabled due to the Board still gathering information.
- Ambulance Services: Solicitor Bernathy read Section 1553 of the Second Class Township code which refers to the responsibility of townships with regard to emergency services. Discussion followed. No action taken.
- Sewage Expansion: Vice Chairman Dotey stated that Milford Township and Milford Borough are “on board” with the expansion project and are figuring out areas to obtain funds for the study. Mr. Schneider noted that HRG Engineering-Municipal Authority Engineering Firm is searching for grant monies for the 537 plan study. He also stated that an inter-municipal agreement will need to be done before the 537 Plan revision. Discussion followed. No action taken.
- Copertino-Proposal for vacation of Graham Street: Secretary Manheim stated that nothing further has been submitted to the township at this time. Mr. David Pearce addressed the Board and stated he is a neighbor to Mr. Copertino. He presented some photos of the subject property and township right of way and noted that Mr. Copertino could erect a fence to provide privacy to his home without obtaining rights to the township road/right of way. Chairman Melvin stated that no decisions will be made regarding this matter at this time and directed Mr. Pearce to bring any photos or questions to a public hearing is this matter proceeds to that point. Discussion followed. Chairman Melvin noted the Supervisors will not deal with something that does not benefit the neighbors/community. No action was taken.
NEW BUSINESS:
- Modification of Township Building/Police Department Relocation: Vice Chairman Dotey stated he has been discussing this matter with Chief Stewart. His plan is to have the lower level of the township building remodeled so that the police department may relocate their headquarters. Vice Chairman Dotey noted that part of the project would include flooding barricades on the outside of the building.
A motion was made by Vice Chairman Dotey to pursue the construction proposals for occupancy of the lower level of the township building by the Eastern Pike Regional Police Department. The motion was seconded by Supervisor Bostinto and carries with all in favor.
- Storage Tank Liability Insurance Quote/Bind Coverage: A motion was made by Supervisor Schaldonat to approve the insurance quote payment from Freberg Environmental Insurance in the amount of $1,152.00 and to decline terrorism coverage. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
- Boat & Fish Commission Parking Lot-flooding: Supervisor Bostinto noted the area in front of the township building is getting flooded again due to the large holes in the parking lot in the Penn DOT right of way. Discussion followed.
A motion was made by Supervisor Bostinto to send a letter from the Supervisor to Penn DOT to ask that they address the issue in their right of way. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
- Lease of Lower Level of the Township Building: A motion was made by Vice Chairman Dotey to direct Solicitor Bernathy to prepare and send a 30 day “Notice to Quit” to the current tenant of the lower level of the township building, Matamoras-Westfall Historical Society. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
SUBDIVISION REVIEW and ACTION:
- Letter from Planning Commission: Brooks Partners, L.P. and Deborah Pierson Fischer/Paul Fischer-Minor Subdivision/Lot Consolidation Application: Secretary Manheim stated she received a call from the applicant’s engineer earlier in the day asking the Supervisors to table this matter until the February Supervisor Meeting since the deeds have not been provided by the applicant’s legal counsel. Solicitor Bernathy confirmed there is no issue with timing and approval.
A motion was made by Vice Chairman Dotey to table this matter until the February 4, 2019 Supervisor Meeting. The motion was seconded by Supervisor Bostinto and carries with all in favor.
EXECUTIVE SESSION:
An executive session was called at 9:23 pm for personnel matters.
The meeting was called back to order at 9:58 pm.
Highway Department Position: A motion was made by Vice Chairman Dotey to offer the open full time position to Mr. Richard Ransom at a pay rate of $17.50 per hour plus insurance/life/pension plan benefits contingent upon the employee manual requirements and copy of current CDL License effective immediately upon acceptance. The motion was seconded by Supervisor Bostinto and carries with all in favor.
Full Time Employee Pay Increase: A motion was made by Supervisor Schaldonat to approve a 3 % increase for the full time employees of the township excluding Mr. Ransom effective April 1, 2019. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
Fire Protection Contract Compliance: This matter tabled until the February 4, 2019 Supervisor Meeting.
No further action taken.
