The Regular meeting of the Westfall Township Board of Supervisors was held Monday, May 6, 2019 at 7:00 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.
Those present were Vice Chairman, Jerry Dotey; Supervisors; Robert Bostinto, Paul Fischer, Paul Schaldonat; Solicitor; Robert Bernathy; and Secretary, Jodi Manheim; Zoning Officer, Jeff Cammerino. Also present were Road Master, Bill Schneider; Emergency Management Coordinator, Mike Fischetta; Westfall Township Fire Department Representative; Mike Pflanz; and approximately six members of the general public.
Chairman Melvin was absent. Scott Myer, Treasurer was also absent.
EXECUTIVE SESSION: The last executive session was held on February 4, 2019 at 6:40 pm for personnel matters and April 1, 2019 at 6:45 pm for personnel matters.
APPROVAL OF AGENDA:
Secretary Manheim added Pike Health Properties, LLC as # 6 under Old Business.
Supervisor Bostinto made a motion to approve the revised agenda. The motion was seconded by Supervisor Fischer and carries with all in favor.
PUBLIC COMMENT: No Public Comment.
MINUTES:
April 1, 2019 Regular Meeting Minutes: A motion was made by Supervisor Fischer to approve the April 1, 2019 Regular Meeting Minutes. The motion was seconded by Supervisor Bostinto and carries with all in favor.
April 29, 2019 Special Supervisor Meeting Minutes: A motion was made by Supervisor Fischer to approve the April 29, 2019 Special Supervisor Meeting Minutes. The motion was seconded by Supervisor Bostinto and carries with three if favor and one abstention. Supervisor Schaldonat abstained since he was absent for the meeting.
TREASURER’S REPORT: The Treasurer’s Report through the month of April, 2019 was submitted earlier in the day by Mr. Myer. The Supervisors reviewed the report.
A motion was made by Supervisor Schaldonat to approve the Treasurer’s Report through the month of April, 2019. The motion was seconded by Supervisor Fischer and carries with all in favor.
POLICE REPORT: Chief Stewart gave the report for the month of April, 2019. The report reflects the following:

A motion was made by Supervisor Fischer to approve the April, 2019 Police Report. The motion was seconded by Supervisor Bostinto and carries with all in favor.
FIRE DEPARTMENTS:
Westfall Fire Department: Mike Pflanz gave the report for the month of April, 2019 which reflects the following: Fire Alarms-Brush Fires-2; Fire Alarms-8; Landing Zone-1; Standby-1; Structure Fire-1; Vehicle Accident-6; Vehicle Fire Tractor Trailer-1. The total fire calls year to date are 20.

Training for the month: 3 in house drills (44.5 man hours); 1 mutual aid live burn drill with Milford and Dingman Township Fire Departments at the PCFTC (15 man hours); 1 member attended police class at the PCFTC (16 man hours); 12 members recertified in CPR and basic first aid (24 man hours); Total training man hours 99.5
A motion was made by Supervisor Fischer to approve the Westfall Fire Department report for the month of April, 2019. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
HIGHWAY DEPARTMENT: Mr. Schneider gave the report for April, 2019 which reflects the following:
*Cold patching done throughout the township
*Clearing of culvert ditches throughout the township
*Clearing of Ice Diversion Channel of Mashipacong Island
*Checked for problem areas on the roads throughout the township
*Kiley Associates inspection a new slide area on Heaters Hill
*Maintenance on equipment
*Maintenance on Compost Area and township property
*Met with contractors for paving projects
*Preparing for pipe replacement on Sand Pit Road and Heaters Hill Driveways
*Brush trimming on Fire Tower Road
*Attended “Touch a Truck” at Airport Park
*Sweeper Rental-all roads swept
*Some signs installed
*Called out-tree down on Heaters Hill Road
*Meeting with Westfall Fire Chief
A motion was made by Supervisor Fischer to approve the Highway Department Report for April, 2019. The motion was seconded by Supervisor Schaldonat and carries with all in favor.
BUILDING/ZONING REPORT: Jeff Cammerino gave the report for April, 2019 which reflects the following:
10 Building Permits totaling $6,662.80 in fees; 1 Electrical Permit totaling $124.50; 2 Zoning Permits totaling $150.00. Total Fees received for the month of April, 2019.
A motion was made by Supervisor Fischer to approve the Building/Zoning Report for April, 2019. The motion was seconded by Supervisor Bostinto and carries with all in favor.
EMERGENCY MANAGEMENT: Mr. Fischetta gave the report for April, 2019 which reflects the following:
There were no calls for service for the month of April, 2019. Mr. Fischetta met with Mr. Schneider on April 9th to review some specific areas of the Township that could be affected by different types of emergencies. He also did a walk though for the sewage treatment facility. He met with Mr. Schneider again at the township garage and went over some of the equipment and resources that are available locally from Westfall Township.
A motion was made by Supervisor Fischer to approve the Emergency Management Report for the month of April, 2019. The motion was seconded by Supervisor Bostinto and carries with all in favor.

OLD BUSINESS:
- DRAFT Cable Company Contract/Franchise Agreement: Solicitor Bernathy stated he would add a termination clause and provide a revised Draft Ordinance to the Board for review.
A motion was made by Supervisor Schaldonat to schedule/advertise a Public Hearing for the proposed Cable
Company Contract/Franchise Agreement Ordinance for June 3, 2019 at 6:30 pm. The motion was seconded
by Supervisor Fischer and carries with all in favor.
- Specification Package for base of proposed salt storage building: Tabled
- Specification Package for Modification of Township Building/Police Department Relocation: Tabled
- Paving Projects: Portion of Heaters Hill, Doug Miller Road, Decker Lane and Cherry Court
Solicitor Bernathy confirmed with all that there were no bidding contractors or any interested parties present. Secretary Manheim opened each sealed bid for each project and read the bid amounts. She also confirmed with Solicitor Bernathy the bid bond amount of 10% of the total bid amount by each contractor for each project. The results were as follows:

4. Sewer Line Extension-Addendum to Intergovernmental Agreement: A motion was made by Supervisor Fischer to approve the Addendum to the Intergovernmental Agreement to add Matamoras Borough to the Agreement. The motion was seconded by Supervisor Bostinto and carries with all in favor.
5.Pike Health Properties, LLC-Nursing Home/Assisted Living Center: Discussion followed regarding Township Engineer Inspections. Secretary Manheim stated that correspondence was received by the project engineer to confirm if township engineer inspections were required. She noted that normally the building inspector handled all building inspections and that the township engineer would be called only in case of an engineering matter or emergency. A motion was made by Vice Chairman Dotey to move forward with the normal procedure of having only building inspections at the Pike Health Properties, LLC Land Development project and to call Kiley Associates, LLC only in the case of any engineering matters/emergencies that may arise. The motion was seconded by Supervisor Bostinto and carries with all in favor.
NEW BUSINESS:
- Letter of Resignation from Stacey Beecher, Alternate Zoning Hearing Board Solicitor: Solicitor Bernathy stated that Attorney Beecher is an excellent attorney for the board and will be missed.
A motion was made by Supervisor Fischer to accept Attorney Beecher’s resignation with regret. The motion
Was seconded by Vice Chairman Dotey and carries with all in favor.
Solicitor Bernathy stated that he had a conversation with Attorney Jason Ohliger and that he would be interested in being appointed as Alternate Zoning Hearing Board Solicitor.
A motion was made by Supervisor Fischer to appoint Attorney Ohliger as Alternate Zoning Hearing Board Solicitor at a rate of $100.00 per hour. The motion was seconded by Supervisor Bostinto and carries with all in favor.
