February 3, 2020

The Regular meeting of the Westfall Township Board of Supervisors was held Monday, February 3, 2020 at 7:00 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.

Those present were Vice Chairman, Jerry Dotey; Supervisors; Paul Fischer, Robert Bostinto and Paul Schaldonat;  Solicitor Robert Bernathy; and Secretary, Jodi Manheim. Also present were Road Master, Bill Schneider; Zoning Officer, Jeff Cammerino; EPRPD Chief, Chad Stewart; Westfall Township Fire Department Chief, Fred Jacobs; Westfall Township Fire Department President, Bill Koferl; Treasurer, Scott Myer; John Dalton, David Twiss and approximately 3 members of the general public.

Chairman Melvin was absent.

APPROVAL OF AGENDA:

A motion was made by Supervisor Bostinto to approve the agenda with no revisions. The motion was seconded by Supervisor Fischer and carries with all in favor.

PUBLIC COMMENT: Mr. Twiss addressed the Board.  He stated he has been in the EMS business for 45 years and would like to work with the Fire Department.  He would like to discuss a proposal with the Board.  Vice Chairman Dotey directed Jodi Manheim to add this matter to the next workshop meeting agenda.

The Board thanked Mr. Twiss.

MINUTES:

January 6, 2020-Regular Supervisor Meeting- A motion was made by Supervisor Schaldonat to approve the January 6, 2020 Regular Meeting Minutes. The motion was seconded by Supervisor Bostinto and carries with all in favor.

TREASURER’S REPORT: Mr. Myer gave the report through the month of February, 2020.

A motion was made by Supervisor Schaldonat to approve the Treasurer’s Report through the month of February, 2020. The motion was seconded by Supervisor Fischer and carries with all in favor.

POLICE REPORT:  Chief Stewart gave the report for the month of January, 2020.  The report reflects the following:

 

*Went out with Veterans Group to check on homeless in the area

*Attended Criminal Justice Advisory Meeting

*Assisted State Probation with Warrant Service

*We are accepting applications for the 2020 Law and Leadership Academy to be held July 6th-July 17th

Chief Stewart went over the 2019 Annual Report Highlights.

Supervisor Schaldonat stated the report was well done.

Vice Chairman Dotey confirmed with Chief Stewart there is a homeless person living in a vehicle near the Lowe’s Store area. Chief Stewart stated the department has checked on this person who does not want assistance.

A motion was made by Vice Chairman Dotey to approve the January, 2020 Police Report. The motion was seconded by Supervisor Fischer and carries with all in favor.

WESTFALL FIRE DEPARTMENT: Chief Jacobs gave the report for the month of January, 2020 which reflects the following:  Assist EMS-1; Automatic Fire Alarms-1; Investigation Inside-2; MVA-4; Public Service-1; Spill Control-1; Structure Fire-2; Water Rescue-2; Wires Down

Total Calls for January 2020 were 14; Year to Date calls 14; Man Hours 51.31; Year to Date Man Hours 51.31

The EMS Report for the month of January, 2020 was as follows: Dingman Township-4; Matamoras Boro-15; Milford Boro-18; Milford Township-14; Orange County-8; Porter Township-1; Shohola Township-1; Sussex County-1; Westfall Township-62

Total EMS calls for January, 2020: 125

Total year to date EMS calls: 125

Man Hours: 308

Year to Date Man Hours: 308

Training for the month: 4 in house drills for a total of 79 training hours

Other note from the Chief: Last year we had received the assistance to firefighters grant through FEMA to purchase new SCBA.  This grant allowed us to purchase 18 new SCBA for the apparatus with enough face masks for all of our interior members and place extras on the trucks and replace cylinders that were expiring which happens every 15 years.  All of this equipment arrived 2 weeks ago and was placed in service last week.

A motion was made by Vice Chairman Dotey to approve the Westfall Fire Department report for the month of January, 2020. The motion was seconded by Supervisor Schaldonat and carries with all in favor.

 

HIGHWAY DEPARTMENT: Mr. Schneider gave the report for January, 2020 which reflects the following:

*maintained roads after 7 winter storms

*Cold patching throughout the township

*maintenance on equipment

*New doors on highway building

*backhoe serviced

*cleaned out Mill Rift Substation

*attended Road Task Force Meeting

*Morgan Site Contractors starting the emergency access road

*New heater installed at highway department building

 

A motion was made by Supervisor Fischer to approve the Highway Department Report for January, 2020. The motion was seconded by Supervisor Schaldonat and carries with all in favor.

BUILDING/ZONING REPORT:  Jeff Cammerino gave the report for January, 2020 which reflected the following:  7 Building Permit-Fees collected $4,574.70; 1 Driveway Permit-Fee collected $200.00; 5 Zoning Permits-Fees collected $425.00; Outstanding Fees $75.00; Total Fees Collected $5,199.70

A motion was made by Supervisor Fischer to approve the Building/Zoning Report for January, 2020. The motion was seconded by Supervisor Bostinto and carries with all in favor.

EMERGENCY MANAGEMENT: Mr. Fischetta gave the report for January, 2020 which reflects the following:

*No calls for the month of January-as of right now we are looking into a potential winter weather event Wednesday night into Thursday morning of this week with the possibility of icing and freezing rain.

A motion was made by Supervisor Schaldonat to approve the report for January, 2020. The motion was seconded by Supervisor Bostinto and carries with all in favor.

CORRESPONDENCE:  On desk for review.   

OLD BUSINESS:  

 

Pike County Generator: $20,125.00

Voltron Electric: $22,431.18

Tom Long Contracting: No bid submitted after specifications were given

A motion was made by Supervisor Schaldonat to award the project Pike County Generator, the lowest bidder, at a cost of $20,125.00 for the generator project as per written quote dated 1/14/2020. The motion was seconded by Supervisor Fischer and carries with all in favor.

 

 

 

 

A motion was made by Vice Chairman Dotey to place the vehicle on the Municibid Auction Website at $25,000. The motion was seconded by Supervisor Fischer and carries with all in favor.

There were no bidders at the previous auction price of $30,000.00.

 

NEW BUSINESS: 

 

 

 

 

A motion was made by Vice Chairman Dotey to advertise the Road Master position with the salary to commensurate with experience and applicants must obtain a current Class B Commercial Driver’s License. The motion was seconded by Supervisor Schaldonat and carries with all in favor.

 

 

 

 

The original Developer’s Agreement will be signed by the Board once given to the Township by the developer and all conditions have been met.

A motion was made by Supervisor Bostinto to approve the filing of the Petition of Injunctive Relief for the Thomas Smith matter. The motion was seconded by Supervisor Fischer and carries with all in favor.

            NONE HELD

ADJOURNMENT: Meeting was adjourned at 7:31 p.m. on a motion by Vice Chairman Dotey. Motion seconded by Supervisor Bostinto and carries with all in favor.
