The Regular meeting of the Westfall Township Board of Supervisors was held Monday, August 6, 2018 at 7:35 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township. The meeting was called to order late due to the 6:30 pm Public Hearing length of time.

Those present were Chairman, Robert Melvin; Vice Chairman, Jerry Dotey; Supervisors; Paul Fischer, Robert Bostinto and Michelle Wilkins; Solicitor; Robert Bernathy; and Secretary, Jodi Manheim. Also present were Road Master, Bill Schneider; Westfall Township Fire Department Chief; Robert Llewellyn; Westfall Fire Department President, Bill Koferl; EPRPD Chief; Chad Stewart, Emergency Management Assistant; Michael Fischetta; Zoning Officer; Wayne Rohner;   Mill Rift Fire Department Chief, Tom Lamb;  There were approximately 5 members of the general public present.

EXECUTIVE SESSION: The last Executive Session was held July 30, 2018 at 7:28 pm for personnel matters and August 6, 2018 at 6:00 pm for personnel matters and litigation.

APPROVAL OF AGENDA: Supervisor Wilkins added “Paddlers Point-Garden Apartments Correspondence” as #10 under “New Business”.  Chairman Melvin added “Discussion regarding the Secretary” as #11 under “New Business”.

A motion was made by Supervisor Wilkins to approve the revised agenda.  The motion was seconded by Supervisor Bostinto and carries with all in favor.

PUBLIC COMMENT: Mr. MacDonald asked if the township would be implementing a garbage pickup throughout the township.  Chairman Melvin stated that the Board would take his comment into consideration.

MINUTES:

A motion was made by Supervisor Wilkins to approve the July 2, 2018 Regular Supervisor Meeting Minutes. The motion was seconded by Supervisor Fischer and carries with four in favor and one abstention.  Chairman Melvin abstained since he was absent for the meeting.

A motion was made by Supervisor Bostinto to approve the July 26, 2018 Workshop Meeting Minutes. The motion was seconded by Supervisor Wilkins and carries with four in favor and one abstention.  Chairman Melvin abstained since he was absent for the meeting.

A motion was made by Vice Chairman Dotey to approve the July 30, 2018 Workshop Meeting Minutes. The motion was seconded by Supervisor Fischer and carries with four in favor and one abstention. Chairman Melvin abstained since he was absent for the meeting.

TREASURER’S REPORT: The Treasurer’s Report through the month of July, 2018 presented by Scott Myer.

A motion was made by Supervisor Wilkins to approve the Treasurer’s report through the month of July, 2018. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

POLICE REPORT: Chief Stewart gave the report for the month of July, 2018 which reflected the following:

Significant Happenings:

-Girl Scout Troop toured department

-Attended active shooter drill-Bon Secour

-Assisted in escorting “Moving Wall” from Airport Park

-Body cameras issued, training conducted

-PD Foundation holding a 3D Archery Shoot at Airport Park September 15th

A motion was made by Supervisor Bostinto to approve the Police Report for the month of July, 2018. The motion was seconded by Supervisor Fischer and carries with all in favor.

 

FIRE DEPARTMENTS:

Westfall Fire Department:  Chief Llewellyn read the report for July, 2018:  4 Automatic Fire Alarms, 4 Motor Vehicle Accidents, 1 Vehicle Fire, 1 Brush Fire, 3 Utility Wires/Tree Down, 1 CO Alarm, 1 Assist EMS, 9 Chief Investigations, 3 Stand By Transfer, 3 Water Rescue and 3 Structure Fires.  Total calls for July, 2018 were 33; 195 calls YTD

The EMS Report for the month of July, 2018 was as follows:  51 Calls in Westfall Township, 9 calls in Dingman Township, 10 calls in Milford Township, 21 calls in Milford Borough, 16 calls in Matamoras Borough, 5 calls in Shohola Township and 13 calls in Orange County, NY. Total calls for July, 2018 were 125.  Total EMS calls YTD are 787.

The combined Year to Date calls are 982.

Man Hours are reflected for the first two quarters.

Training for the month: Four Drills/In-house training sessions held for 72 hours

GO 24 Store hydrant has not been completed

Port Jervis Fire Parade-1st Place Ambulance, 1st Place Rescue and 1st Place Department

A motion was made Chairman Melvin to approve the Department traveling to Hill Crest, Rockland County, NY for a mutual aid standby request. The motion was seconded by Supervisor Fischer and carries with all in favor.

A motion was made by Vice Chairman Dotey to approve the Westfall Fire Department report for the month of July, 2018.  The motion was seconded by Supervisor Fischer and carries with all in favor.

Mill Rift Fire Department: Chief Lamb gave the report for July, 2018;

A motion was made by Supervisor Fischer to approve the Mill Rift Fire Department Report for the month of July, 2018. The motion was seconded by Supervisor Bostinto and carries with all in favor.

HIGHWAY DEPARTMENT: Mr. Schneider gave the report for July, 2018 which reflected the following:

  1. Called out three times for trees down with wires and power outage-road closed signs
  2. Continued to work on Decker Lane-installation of culvert pipe
  3. Attended road task force meeting and Supervisor Workshop meeting
  4. Cleared culvert pipes and ditches throughout the township
  5. Replaced signs as needed
  6. Lawn Maintenance on township grounds
  7. Maintained compost area
  8. Cleared township rights of way
  9. Pot hole patching throughout the township
  10. Worked with Kiley Associates on Decker Lane Project and Mill Rift Creek issue
  11. Scheduled meeting with DRBC for Mashipicong Island maintenance
  12. Street lights were installed at the township building parking lot and entrance of LaBarr Lane

 

Discussion was held regarding the Bluestone Boulevard stream issue.

Mr. Schneider confirmed with the Board that the work done at Decker Lane has secured the area.

A motion was made by Supervisor Fischer to approve the Highway Department Report for the month of July, 2018. The motion was seconded by Supervisor Bostinto and carries with all in favor.

BUILDING/ZONING REPORT: Wayne Rohner gave the report for the month of July, 2018 which reflected the following:

3 Building Permit-$123,525.40

3 Zoning Permits-$375.00

Total Fees $123,900.40

Chairman Melvin asked if the GO 24 Store fire hydrant is complete. Mr. Rohner did not know.  Chief Llewellyn said he would check into it.

A motion was made by Vice Chairman Dotey to approve the Building and Zoning Report for the month of July, 2018. The motion was seconded by Supervisor Wilkins and carries with all in favor.

EMERGENCY MANAGEMENT: Mike Fischetta was present and gave the report for the month of July, 2018 which reflected no calls for the month. Mr. Ewbank stated this would be his last report as EMA Coordinator, a position he has held since 2007.  He welcomed Michael Fischetta as the new EMA Coordinator.  He said it has been his honor and privilege to serve the residents and community of Westfall Township for over 15 years as a member of the Zoning Board of Appeals, Township Supervisor and EMA Coordinator.

A motion was made by Supervisor Fischer to approve the EMA Report for the month of July, 2018. The motion was seconded by Supervisor Bostinto and carries with all in favor.

Mr. Schneider asked if the Board would like for him to obtain an estimate from Kiley Associates, LLC for the cost of design and permitting for the Bluestone Boulevard stream issue. A motion was made by Supervisor Wilkins to authorize the cost not to exceed $5,000 for this design/permitting.  The motion was seconded by Supervisor Fischer and carries with all in favor.

 

Mr. Schneider also noted that Pike County Power and Light has done an outstanding job and a quick response time.

Paddlers Point-Garden Apartments: Correspondence dated August 6, 2018 from Attorney Waldron requesting a meeting with the Supervisors. A motion was made by Vice Chairman Dotey to invite Mr. Waldron to the September 10, 2018 Regular Supervisor Meeting for informal discussion. The motion was seconded by Supervisor Fischer and carries with all in favor.
