Regular Supervisor Meeting Minutes-September 5, 2017

September 5, 2017

The Regular meeting of the Westfall Township Board of Supervisors was held Tuesday, September 5, 2017 at 8:37 pm. The meeting started late due to the duration of the Conditional Use Hearing which started at 5:00 pm previous to the meeting. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.

Those present were Vice Chairman, Jerry Dotey; Supervisors; Lester Buchanan and Robert Bostinto; Solicitor, Robert Bernathy; and Secretary, Jodi Hulse. Also present were Zoning Officer, Wayne Rohner; Police Chief, Chad Stewart; Marge Tonkin and 3 members of the general public

Treasurer, Scott Myer; Westfall Fire Chief, Rob Llewellyn, Westfall Fire Department President, Bill Koferl, Mill Rift Fire Chief, Tom Lamb, Mill Rift Assistant Chief, Bob Mills were not present at the meeting but submitted their reports earlier in the evening. The Supervisors advised the representatives to leave since the Conditional Use Hearing scheduled for 5:00 was lengthy and they were not sure of the duration.

Chairman, Robert Melvin and Supervisor, Paul Fischer were absent. Road Master, Bill Schneider and Emergency Management Coordinator, Bob Ewbank were also absent.

EXECUTIVE SESSION: The last executive session was held June 16, 2017.

APPROVAL OF AGENDA:

A motion was made by Supervisor Buchanan to approve the agenda. The motion was seconded by Supervisor Bostinto and carries with all in favor.  

PUBLIC COMMENT: Marge Tonkin addressed the Board with a suggestion to install lights in the parking lot at the Township Building.  She stated that it is dark and hard for people to see while coming to attend the meetings. Brief discussion followed.   Supervisor Buchanan agreed and he also suggested line painting for the parking spaces.

A motion was made by Supervisor Bostinto for the Board to explore and obtain information and quotes for auxiliary lighting and line painting at the Township Building parking lot. The motion was seconded by Supervisor Buchanan and carries with all in favor.  

MINUTES: A motion was made by Supervisor Bostinto to approve the August 7, 2017 Regular Meeting minutes.  The motion was seconded by Supervisor Buchanan and carries with all in favor.

A motion was made by Supervisor Buchanan to approve the August 21, 2017 Joint Meeting Minutes. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

TREASURER’S REPORT: The report through September is on file at the Township Office.

POLICE REPORT: Assistant Chief Stewart read the report for the month of August, 2017.  The report reflects the following for the month of August, 2017:

Miles Patrolled: 5,927

YTD: 47,908

Motor Vehicle Accidents: 19

YTD: 150

Calls for the month: 240

YTD: 1655

Westfall: 163

Matamoras: 77

Assistant Chief Stewart also noted the significant happenings on the front of the report which are as follows:

  • Received a grant for 10 Flak Jackets and 1 in car computer
  • Conducted Tracs training for officers
  • Participated in 911 Radio Procedures Training
  • Sent 2 Officers to Search and Seizure Training in Harrisburg (PD by DA)
  • EPRPD Foundation is holding a 3D Archery Shoot 9/9/17 8 am-2 pm

A motion was made by Supervisor Bostinto to approve the August, 2017 Police Report.  The motion was seconded by Supervisor Buchanan and carries with all in favor.

FIRE DEPARTMENTS: 

Westfall Fire Department:  The Report for August, 2017 is on file at the Township Office.

Mill Rift Fire Department: The Report for August, 2017 is on file at the Township Office.

HIGHWAY DEPARTMENT: The Report for August, 2017 is on file at the Township Office.

BUILDING/ZONING REPORT:  Wayne Rohner gave the report for August, 2017. He confirmed there was 1 building permit, 1 electrical permit and 3 zoning permits for the month which totaled $827.00 in permit fees.

A motion was made by Supervisor Buchanan to approve the Building/Zoning Report for August, 2017. The motion was seconded by Supervisor Bostinto and carries with all in favor.

EMERGENCY MANAGEMENT: The Report for August, 2017 is on file at the Township Office.

CORRESPONDENCE:  On desk for review. 

OLD BUSINESS:  

  • Conditional Use Application-Malibu Holdings, LLC-Wellness Center: The Conditional Use Hearing was held previous to this meeting. The matter is continued until 7:00 pm on October 2, 2017. Brief Hearing and decision to be made by the Board at that time.
  • Gambling Ordinance-Draft: The Board is expecting review from the Planning Commission. This matter was tabled until such time.
  • Proposed Fire Code Enforcement Ordinance: Solicitor Bernathy is working on the draft for review by the Board. This matter was tabled.
  • Emergency Access Road-Township Property-Delaware Drive to Decker Lane: Solicitor Bernathy is working on this as per the direction of the Board previously. This matter was tabled. 

NEW BUSINESS:

  • Municipal Building-Rear Parking Lot paving quotes: Secretary Hulse stated there were three written quotes submitted for the project. The quotes received were the following:

 

  1. Port Jervis Paving: $13,822.00
  2. Jagger Asphalt Paving: $15,850.00
  3. Kowal Brothers Paving: $15,800.00

A motion was made by Supervisor Buchanan to award the project to Port Jervis Paving as the lowest written proposal. The motion was seconded by Supervisor Bostinto and carries with all in favor.

Solicitor Bernathy will prepare a contract and provide it to Secretary Hulse for the signature of the contractor prior to commencement of the project.

  • Schedule Budget Workshop Meetings: A motion was made by Supervisor Buchanan to schedule the budget workshop meetings for October 10, 2017 and October 31, 2017 at 6:00 pm. The motion was seconded by Supervisor Bostinto and carries with all in favor.
  • Annual Convention of Township Officials of Pike County-Attendance Approval: Supervisor Bostinto and Secretary Hulse will be attending. A motion was made by Supervisor Buchanan to approve the payment of $200.00 for attendance of the convention on October 6, 2017 at the Lackawaxen Inn. The motion was seconded by Vice Chairman Dotey and carries with all in favor. 

Secretary Hulse will check with the other Supervisors to see if they are interested in attending before the RSVP.

 

  • Westfall Senior Housing Ribbon Cutting Ceremony: Vice Chairman Dotey stated he would attend. No action needed.
  • Freightliner Repair: Secretary Hulse stated there are two estimates provided by Mr. Schneider for a repair to the Freightliner. The repair is for a sensor and filter assembly. The quotes are as follows:

 

  1. Campbell Supply Company of Sussex County: $7,479.39
  2. Rohrer Bus Service: $11,356.06

Supervisor Buchanan stated that Rohrer Bus services Freightliner buses and would have to order the parts from a different dealer.

A motion was made by Supervisor Buchanan to direct Mr. Schneider to have the Freightliner repaired at Campbell Supply Company of Sussex County in accordance with the estimate in the amount of $7,479.39 dated August 31, 2017. The motion was seconded by Supervisor Bostinto and carries with all in favor.   

SUBDIVSION/LAND DEVELOPMENT/CONDITIONAL USE-REVIEW AND ACTION:

None at this time.

EXECUTIVE SESSION:

None held.

ADJOURNMENT: Meeting was adjourned at 8:55 p.m. on a motion by Vice Chairman Dotey. Motion seconded by Supervisor Bostinto and carries with all in favor.
