Regular Supervisor Meeting Minutes-November 7, 2016

November 7, 2016

The regular meeting of the Westfall Township Board of Supervisors was held Monday, November 7, 2016 at 7:00 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.

Those present were Chairman, Robert Melvin, Vice Chairman, Jerry Dotey; Supervisors; Lester Buchanan, Paul Fischer and Robert Bostinto; Acting Solicitor, Thomas Farley; and Secretary, Jodi Hulse. Also present were Road Master, Bill Schneider; Police Chief, Chad Stewart; Westfall Township Fire Department President, Bill Koferl; Westfall Fire Department Chief, Rob Llewellyn; Zoning Officer, Wayne Rohner; Treasurer, Scott Myer; Michael Scovil, Barry Albertson and approximately 7 members of the general public.

APPROVAL OF AGENDA:  

A motion was made by Vice Chairman Dotey to approve the agenda. The motion was seconded by Supervisor Bostinto and carries with all in favor.   

PUBLIC COMMENT: No public comment.

MINUTES:

October 3, 2016-Regular Meeting Minutes: A motion was made by Vice Chairman Dotey to approve the October 3, 2016 Regular Meeting Minutes.  The motion was seconded by Supervisor Fischer and carries with all in favor.

October 17, 2016-Budget Workshop Minutes: A motion was made by Supervisor Fischer to approve the October 17, 2016 Budget Workshop Minutes. The motion was seconded by Vice Chairman Fischer and carries with three in favor and two abstentions.  Supervisor Buchanan and Supervisor Bostinto abstained since they were not in attendance for the meeting.

October 24, 2016-Budget Workshop Minutes: A motion was made by Supervisor Buchanan to approve the October 24, 2016 Budget Workshop Minutes.  The motion was seconded by Supervisor Fischer and carries with four in favor and one abstention.  Supervisor Bostinto abstained since he was not in attendance for the meeting.

October 24, 2016 Workshop Meeting Minutes: A motion was made by Supervisor Fischer to approve the October 24, 2016 Workshop Meeting Minutes.  The motion was seconded by Vice Chairman Dotey and carries with all in favor.

TREASURER’S REPORT: Mr. Myer gave the report through the month of October, 2016.  He stated that the expenses are in line at 83% and the income is over budget.  Mr. Myer stated that there is no prepayment penalty to pay off the Dombrosky settlement which should take place by the next meeting.  He stated that the new truck purchase is complete which was paid from the public works budget.  Discussion took place regarding line painting.  Mr. Schneider stated the painting has not been done yet.  Chairman Melvin suggested waiting until spring due to the weather getting colder. The Board agreed.  Discussion was held regarding repaving of the township parking lot.  Vice Chairman Dotey stated to hold off on the actual driveway until the municipal expansion project is complete.

Supervisor Buchanan spoke as a resident and thanked Supervisor Fischer for pruning the trees in front of the Township Building entrance. He stated that Supervisor Fischer did a great job.

Mr. Myer confirmed there will be no tax anticipation note needed this year.

A motion was made by Supervisor Buchanan to approve the Treasurer’s Report through the month of October, 2016. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

POLICE REPORT:  Chief Stewart read the report for October, 2016.    The report reflects the following for the month of October, 2016:

Monthly Count of Offenses known to police:

1 Rape, 3 Assault, 2 Burglary, 20 Larceny Theft, 1 Motor Vehicle Theft, 3 Fraud, 1 Recovery of Stolen Property, 3 Vandalism, 1 Drug Abuse, 1 DUI, 2 Drunkeness, 6 Disorderly Conduct and 2 other offenses. Total 46

Monthly Count of Persons Charged for offenses:

1 Burglary, 3 Assault, 7 Larceny Theft, 1 Recovery of Stolen Property, 1 Drug Abuse, 1 DUI, 2 Drunkeness, 3 Disorderly Conduct and 1 Disorderly conduct Total 20

Miles patrolled for the month: 6,328 Year to Date:  61,416

Motor Vehicle Accidents for the month: 14 Year to Date: 173

Calls for Service for the month: 211 Year to Date:  2,051

Chief Stewart stated that the numbers are Uniform Crime Reports which are sent to the State and FBI. The actual breakdowns are on page 2 to 4 of the report which states every call.

Supervisor Buchanan questioned the status of the staffing within the Department. Chief Stewart stated that the Department is in good shape.  He said there are two thirty two hour shifts open and he is expecting one of them to be filled at the next Police Commission meeting.  He confirmed that the applicant will be commuting from the Honesdale area.

A motion was made by Vice Chairman Dotey to approve the Police Report for the month of October, 2016. The motion was seconded by Supervisor Fischer and carries with all in favor.

FIRE DEPARTMENT:

Westfall Fire Department: Chief Llewellyn gave the report for October, 2016: 5 Automatic Fire Alarms, 1 Water Rescue, 1 Landing Zone, 1 assist EPRPD, 4 Chief Investigation, 1 Standby Transfer, and Three Structure Fires.  The Total calls for October, 2016 were 16.  The total fire calls year to date are 241.

The EMS Report for the month of October, 2016 was as follows: 55 Calls in Westfall Township, 5 Calls in Dingman Township, 1 calls in Milford Township, 7 calls in Milford Borough, 1 call in Sussex County, NJ, and 9 Calls in Orange County, NY.  Total calls for October, 2016 were 76.  Total EMS calls year to date are 704.

The combined Year to Date calls are 945.

Training for the month: Four drills/In-house training sessions held for 108 hours; Two members completed State Firefighter I Challenge; Two members completed State Firefighter II Challenge

Fundraising: Fish and Chip Dinner completed successfully

Other:  October Fire Prevention Services provided to CDD, Home Depot, and Lowes.

The Drive through flu Clinic completed by DoH and Westfall Fire Department.

Issues regarding “Go-24” have not been addressed.  Hydrant and Knox Box have not been installed.  Request to have fire department review construction prior to issuing certificate of occupancy.  Chairman Melvin stated that Solicitor Bernathy is handling this matter.

 

Chairman Melvin thanked the Westfall Fire Department for a nice time at the annual banquet and for all they do in the community.

 

A motion was made by Supervisor Buchanan to approve the Westfall Fire Department report for the month of October, 2016. The motion was seconded by Supervisor Bostinto and carries with all in favor.

 

Mill Rift Fire Department: No Mill Rift Fire Department Representative was present. No report was submitted.  Chairman Melvin directed the Solicitor to send a letter to the Mill Rift Fire Department to request a list of members and training, the October Report, and to schedule a meeting.

 

HIGHWAY DEPARTMENT: Mr. Schneider gave the report for October, 2016.  The Department worked on culvert pipe replacement and cold patch pothole repair throughout the Township.  Mr. Schneider attended the October Road Task Force Meeting.  The Department did trimming on the Township Right of Ways.  Mr. Schneider stated that the new mason dump was picked up.  He and Mr. Howard attended the Hazard Mitigation Meeting.  The Department also prepared equipment for the winter season and 180 tons of anti-skid mixed with salt has been delivered.  Mr. Schneider stated that FEMA has changed some of their grant guidelines.  He has contacted Mr. Mrozinksi at the Pike County Planning Office for some grant assistance.

 

A motion was made by Supervisor Buchanan to approve the Highway Department Report for October, 2016. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

 

BUILDING/ZONING REPORT:  Wayne Rohner gave the report for October, 2016.  He reported one building permit, one electrical permit and four zoning permits totaling $8,305.80 in fees.

 

A motion was made by Supervisor Buchanan to approve the Building/Zoning Report for October, 2016. The motion was seconded by Supervisor Bostinto and carries with all in favor.

 

EMERGENCY MANAGEMENT: No representative was present.  The report was submitted by Mr. Ewbank earlier.  Chairman Melvin read the report for October, 2016 which stated that Mr. Ewbank attended the October 3, 2016 Township Meeting, the October 11, 2016 Hazard Mitigation meeting,  the October 17, 2016 Budget Workshop Meeting and  the County EOC Training at Pike County Training Center on October 20, 2016.

 

A motion was made by Supervisor Fischer to approve the Emergency Management Report for October, 2016.  The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

CORRESPONDENCE:  On desk for review.

 

OLD BUSINESS:

 

  • Truck Bids-2005 F350 Pick Up-One bid was received from Mike Veneziano in the amount of $5,100. A motion was made by Supervisor Buchanan to reject the bid due to the bid not meeting the minimum bid amount of $10,000.00. The motion was seconded by Supervisor Fischer and carries with all in favor.Discussion followed. A motion was made by Supervisor Buchanan to re-advertise the sale with the same terms as the previous advertisement with a minimum bid amount of $9,000.00 with bids to be opened at the December 5, 2016 Regular Supervisor meeting. The motion was seconded by Vice Chairman Dotey and carries with all in favor. 

 

  • Municipal Expansion Project-Memo from Kiley Associates, LLC-Site Planning Fee proposal: A motion was made by Supervisor Buchanan to move forward with the Professional Services and Environmental Consultant coordination services offered by Kiley Associates which include $8,950.00 for site planning and $2,750.00 for Environmental Consult Coordination. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

 

  • Schedule Fire Department Merger Discussion Meeting: Supervisor Buchanan suggested waiting until the letter is sent to the Mill Rift Fire Department by Solicitor Bernathy. The Board agreed. No action was taken.

 

 

 

NEW BUSINESS:

 

  • Atlantic Ambulance Corporation-Correspondence from Jim Smith, Director: Mr. Michael Scovil and Mr. Barry Albertson were present. Mr. Scovil explained the transition from Atlantic Primary to Regional Primary Ambulance Services. He stated the transition will be as smooth as possible. Discussion followed.

 

 

A motion was made by Supervisor Buchanan to send a letter to the Pike County Communications Center to inform the Center of the transition from Atlantic Ambulance Corp. to Regional EMS & Critical Care, Inc effective January 9, 2016. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

Solicitor Farley asked a few questions regarding the base location and the schedule of the Regional Primary Services.

 

  • Schedule meeting with Two Supervisors, DVSD, EPRPD, DV School Police and other Emergency Service Providers promoting communications for health, safety, and welfare: A motion was made by Supervisor Buchanan to schedule an informal meeting with all parties. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

 

  • Letter from Solicitor Bernathy to Mill Rift Fire Department: Solicitor Farley stated there has been no response from the Mill Rift Fire Department. Discussion followed. Supervisor Buchanan stated that the Supervisors are unhappy about this. A motion was made to direct Solicitor Bernathy to send a letter to the Mill Rift Fire Department requesting again the information which his letter dated October 31, 2016 requests. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

  • Proposed Fire Protection Contract: No action taken. 

 

  • Letter from Bobbie Jo Muller-grant writing assistance: Mr. Schneider explained that Ms. Muller has assisted with grant writing for the Municipal Authority of the Township of Westfall and that she has done a great job. Chairman Melvin suggested two Supervisors set up an interview with Ms. Muller before the December 5, 2016 meeting. It was also suggested that the two Supervisors contact Mike Mrozinkski to obtain suggestions for questions during the interview.
