Regular Supervisor Meeting Minutes-December 5, 2016

Westfall Township, Matamoras, PA

December 5, 2016

The regular meeting of the Westfall Township Board of Supervisors was held Monday, December 5, 2016 at 7:00 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.

Those present were Chairman, Robert Melvin, Vice Chairman, Jerry Dotey; Supervisors; Lester Buchanan, Paul Fischer and Robert Bostinto; Solicitor; Robert Bernathy; and Secretary, Jodi Hulse. Also present were Road Master, Bill Schneider; Police Chief, Chad Stewart; Westfall Township Fire Department Chief;  Robert Llewellyn; Westfall Fire Department President; Bill Koferl; Mill Rift Fire Department Chief; Tom Lamb; Mill Rift Fire Department Assistant Chief; Bob Mills; Treasurer, Scott Myer; Nancy Mills and approximately 7 members of the general public.

Chief Llewellyn and Mr. Koferl arrived late at approximately 7:25 pm due to a fire call. Mr. Rohner was absent.

APPROVAL OF AGENDA:  

A motion was made by Supervisor Fischer to approve the agenda. The motion was seconded by Supervisor Bostinto and carries with all in favor.   

PUBLIC COMMENT: Mrs. Mills addressed the Board regarding the status of the Westfall Senior Housing Certificate of Occupancy.  Chairman Melvin explained the status.  He stated that the applicant is waiting for the Elevator inspection which is done by the State of Pennsylvania.

MINUTES:

November 7, 2016-Regular Meeting Minutes: A motion was made by Supervisor Buchanan to approve the November 7, 2016 Regular Meeting Minutes.  The motion was seconded by Vice Chairman Dotey and carries with all in favor.

November 17, 2016-Special Meeting-Adoption of Tentative Budget: A motion was made by Supervisor Buchanan to approve the November 17, 2016 Special Meeting Minutes.  The motion was seconded by Supervisor Fischer and carries with all in favor.

TREASURER’S REPORT: Mr. Myer gave the report through the month of November, 2016.  He stated that November has been a fairly quiet month.  100% of real estate taxes have been collected and the income is over budget at this time.  Mr. Myer said that expenses are in line and there is nothing else noteworthy.

Solicitor Bernathy stated he is still waiting for the Dombrosky payoff. He has contacted council for Dombrosky and is expecting the payoff document.

A motion was made by Vice Chairman Dotey to approve the Treasurer’s Report through the month of November, 2016. The motion was seconded by Supervisor Bostinto and carries with all in favor.

POLICE REPORT:  Chief Stewart read the report for November, 2016.    The report reflects the following for the month of November, 2016:

Monthly Count of Offenses known to police:

1 Burglary, 16 Larceny Theft, 3 Fraud, 2 Vandalism, 1 Drug Abuse, 1 Liquor Law, 7 Disorderly Conduct and 2 other offenses. Total 33

Monthly Count of Persons Charged for offenses:

1 Assault, 7 Larceny Theft, 1 Fraud, 1 Vandalism, 1 Drug Abuse, 1 Liquor Law, 1 Drunkeness, 1 Disorderly Conduct and 1 other offenses. Total 15

Miles patrolled for the month: 5,432 Year to Date:  66,848

Motor Vehicle Accidents for the month: 16 Year to Date: 189

Calls for Service for the month: 189 Year to Date:  2,240

Chief Stewart advised Supervisors of several grants obtained by the Department.

A motion was made by Supervisor Buchanan to approve the Police Report for the month of November, 2016. The motion was seconded by Supervisor Fischer and carries with all in favor.

FIRE DEPARTMENTS:

Mill Rift Fire Department: Mr. Mills gave the report for the Mill Rift Fire Department for the month of November, 2016 which confirmed the following:

11/02/16: Work Night-Ran and checked all vehicles

11/9/16: Work Night-Driver Training and went over pump

11/16/16: Work Night-went over brush truck

11/23/16: Work Night-Pump Engine 1 and Engine 2

11/30/16: Put lights on tree and fire house

Total Man Hours: 56

Total Equipment Hours YR: 480

Total Man Hours for the Year: 940

Mr. Mills stated that all training is up to date despite the rumors which may have been going around. Chief Lamb stated that the Department had a meeting with the Westfall Fire Department on Monday, November 28, 2016.

Solicitor Bernathy stated he would follow up with a letter.

The Mill Rift Fire Department Report was approved by motion by Supervisor Buchanan. The motion was seconded by Supervisor Bostinto and carries with all in favor.

Westfall Fire Department: Chief Llewellyn gave the report for November, 2016 (which was presented later in the meeting since Chief Llewellyn arrived late due to a fire call):   6 Automatic Fire Alarms, 6 Motor Vehicle Accidents, 1 CO Alarm, 2 Vehicle Fires, 3 Chief Investigation, 1 Brush Fire and 7 Structure Fires. The Total calls for November, 2016 were 26.  The total fire calls year to date are 267.

The EMS Report for the month of November, 2016 was as follows: 44 Calls in Westfall Township, 4 Calls in Dingman Township, 6 calls in Milford Township, 7 calls in Milford Borough, 5 calls in Matamoras Borough,  and 41 calls in Orange.  Total calls for November, 2016 were 107.  Total EMS calls year to date are 811.

The combined Year to Date calls are 1078.

Training for the month: Three drills/In-house training sessions held for 75 hours

Other:   American Red Cross Blood Drive hosted by WTVFD on November 28.   Issues regarding “GO 24 Store” have not been addressed.  Hydrant and Knox Box have not been installed.  Matamoras Fire Department has asked WTVFD to be the Primary Ambulance to Matamoras Borough.

Discussion was held regarding EMS Services and the Department responding to Port Jervis EMS calls since the Port Jervis EMS system is out of business currently.   Chief Llewellyn explained the strain on the Department.  Chairman Melvin stated he would make time to meet with the Mayor of Port Jervis regarding this matter.  Discussion followed regarding the number of EMS calls to cover Matamoras Borough and Port Jervis.  Chief Llewellyn stated he does not for see being able to keep up the response pace of the past month.

A motion was made by Supervisor Buchanan to approve the Westfall Fire Department report for the month of November, 2016. The motion was seconded by Supervisor Fischer and carries with all in favor.

HIGHWAY DEPARTMENT: Mr. Schneider gave the report for November, 2016.  The Department continued replacing culvert pipes and cold patching throughout the Township.  He attended the meeting at Matamoras Water Department about the roads in Bell Manor.  The Department trimmed the Right of Ways throughout the township.  Also, fifty tons of salt was delivered.  The Department was out handling the storms of November 19, 20, 21, 24 and December 5, 2016.  Mr. Schneider also attended the monthly Road Task Force Meeting.  Signs were installed.  The Department did maintenance on equipment and compost area maintenance.

Mr. Schneider stated that the line painting is almost completed. The company doing the painting needs to come back since the weather was not cooperative.

A motion was made by Supervisor Buchanan to approve the Highway Department Report for November, 2016. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

BUILDING/ZONING REPORT:  Wayne Rohner was not present.  Secretary Hulse read the report for November, 2016.  She reported 10 building permits, 1 Electrical Permit, and 1 Zoning Permit for the month of November, 2016 totaling fees of $8,768.60.

A motion was made by Supervisor Bostinto to approve the Building/Zoning Report for November, 2016. The motion was seconded by Supervisor Fischer and carries with all in favor.

EMERGENCY MANAGEMENT: No representative was present.  The report was submitted by Mr. Ewbank earlier.  Chairman Melvin read the report for November, 2016 which stated that there were not calls for the month of November, 2016.  Robert Howard attended the Pike County Hazard Mitigation Plan Update Meeting #2-Public Meeting on November 4, 2016 at the Pike County Emergency Training Center.  Mr. Ewbank attended the meeting at the Delaware Valley School District Administrative Offices on November 16th regarding radio communication issues.

A motion was made by Supervisor Fischer to approve the Emergency Management Report for November, 2016. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

CORRESPONDENCE:  On desk for review.   

OLD BUSINESS:  

  1. Truck Bids-2005 F350 Pick Up- Secretary Hulse stated no bids were received. Discussion followed. A motion was made by Vice Chairman Dotey to re-advertise the sale with a minimum bid amount of $8,000 and a minimum bid amount of $7,500 without the spreader with bids opened at the January 3, 2016 Regular Supervisor Meeting. The motion was seconded by Supervisor Bostinto and carries with all in favor. 

NEW BUSINESS:

 

  • Flood Insurance Renewal Premium Notice: A motion was made by Supervisor Buchanan to approve the premium option $2,705.00 for the American Bankers Insurance Company Invoice. The motion was seconded by Supervisor Bostinto and carries with all in favor.

 

  • Secretary Vacation Approval: A motion was made by Supervisor Buchanan to approve the requested Secretary Vacation approval of December 8 (1/2 day), 12 (1/2 day), 19 (1/2 day), 21 (1/2 day), 22, 27, 28 and 29. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

 

  • Tax Collector Compensation: Discussion followed. Chairman Melvin stated Mr. Myer did an analysis. Mills have gone down 38 to 40 percent. A motion was made by Supervisor Buchanan approve the Tax Collector salary at 4.5 percent. The motion was seconded by Supervisor Fischer and carries with all in favor.

 

  • Tax Refund-The Estate of Evelyn Petersen-Control # 13-0-110907 ($100.02-8 months): Secretary Hulse confirmed a notice was received by the County Tax Office and a request from the Estate of Evelyn Petersen for a tax refund due to the removal of a trailer on the subject property. The county provided the prorated amount of refund of $100.02 which is 8 months. A motion was made by Supervisor Buchanan to approve the tax refund in the amount of $100.02 to the Estate of Evelyn Petersen. The motion was seconded by Vice Chairman Dotey and carries with all in favor.

EXECUTIVE SESSION:

None held.

ADJOURNMENT: Meeting was adjourned at 7:40 p.m. on a motion by Supervisor Buchanan. Motion seconded by Supervisor Fischer and carries with all in favor.
