HYDRANT FLUSHING NOTICE

NOTICE TO RESIDENTS OF PARTS OF WESTFALL TOWNSHIP

The Matamoras Water Authority will begin flushing their hydrants on April 24, 2016.  Flushing will be done between 8 pm and 6 am each day until completed.  Water may be discolored during this period.

March 7, 2016-Supervisor Regular Meeting Minutes

 

Westfall Township, Matamoras, PA

March 7, 2016

The regular meeting of the Westfall Township Board of Supervisors was held Monday, March 7, 2016 at 7:00 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.

Those present were Vice Chairman, Jerry Dotey; Supervisors; Lester Buchanan, Robert Bostinto and Paul Fischer; Solicitor, Thomas Farley (for Bob Bernathy); Secretary, Jodi Hulse and Treasurer, Scott Myer. Also present were Road Master, Bill Schneider, Chief, Rob Llewellyn, Chief, Ed Isaacson, Chief, Chad Stewart, Zoning Officer, Wayne Rohner, Charles Pranski, Joseph Sherlock, Joseph Hoehmann, Kelly Hoehmann, Linda Bostinto, and approximately 9 members of the general public.

Chairman Robert Melvin was not present.

APPROVAL OF AGENDA:  

A motion was made by Supervisor Fischer to approve the agenda. The motion was seconded by Supervisor Bostinto and carries with all in favor.  

PUBLIC COMMENT: 

Linda Bostinto addressed the Board with information from the “Heart of Matamoras” regarding collection of donations of canned goods and pet food. The drop off points are DV Dry Cleaners, Franicos Pizza, and Encore Consignments.  She said the collections are distributed to Empowering Port warming station, Delaware Valley Anonymous Food Pantry, and Calling All Angels/Ecumenical Food Pantry.  Also the Humane Societies as pet food is donated.  Mrs. Bostinto also informed the residents of the following events:  Tea for residents at Twin Cedars at the end of April (Volunteers needed); May 1, 2016 Planting and Photo Event at Pavilion at Airport Park; End of May Vendor Event at Airport Park; June 11, 2016-Bike Event with ice pops and kite flying activities; July 24, 2016-Christmas in July with craft kits and painting of wooden cutouts for decoration of Town Square; and September Sip & Wreath making event.

Joseph Sherlock addressed the Board. He lives on Delaware Drive and Garden Court where there was a washout on his property from the heavy rain from the last large storm.  The water came down from Decker Lane.  He said his property has been in his family since 1942 and has lived there for 24 years.  He said it has never been this bad.  Discussion followed regarding the size of the culvert pipe on Decker Lane.

Supervisor Buchanan brought up the issue of flooding on his property.

Solicitor Farley suggested having and engineer study done and possibly obtaining grant monies. Supervisor Buchanan said the Township received a grant in the amount of $50,000 in the past for a water shed study and replacement of three pipes. The study cost $40,000 and the pipe installation cost $10,000.

Kelly Hoehmann addressed the Board. She lives on Decker Lane.  The flooding issue on her property was so much worse from the recent storm.  She said her property has been ripped up twice in a six month period.  Joseph Hoehmann questioned the size of the culvert pipe on Decker Lane.

Additional discussion followed regarding the culvert pipe on Decker Lane. Supervisor Buchanan said there is so much more runoff than ever before.  The mountain behind his home and property ha waterfalls coming off of it during the recent rainfall events.  He said there are also issues on Heaters Hill Road.

Additional discussion followed. Supervisor Buchanan stated a workshop meeting is on the agenda to be scheduled. 

MINUTES: February 1, 2016-Regular Meeting Minutes:  A motion was made by Supervisor Bostinto to approve the minutes.  The motion was seconded by Supervisor Fischer and carries with one abstention and three in favor.  Supervisor Buchanan abstained due to his absence at the February 1, 2016 meeting.

TREASURER’S REPORT: Mr. Myer gave the report for February, 2016 which is on file at the Township Office. Mr. Myer stated the Earned Income Tax is exceeding the expected budget.  He stated that the Public Works Department expense is $20,000 less than last year due to less storms this year.  Mr. Myer also stated that the account balance for the township is $450,000 more this year compared to last year this time.  Last year the Township received a Tax Anticipation Note in the amount of $100,000 which was not needed this year.  So the balance is approximately $550,000 more this year.

Supervisor Buchanan moved to approve the Treasurer’s Report. The motion was seconded by Supervisor Fischer  and carries with all in favor.

POLICE REPORT:  Chief Stewart gave the report for February, 2016.  The report reflects the following for the month of February, 2016:

Monthly Count of Offenses known to police:

2 Assault, 8 Larceny Theft, 2 Fraud, 1 Recovery of Stolen Property, 1 Weapons, 3 Drug Abuse (POSS), 1 DUI, 3 Disorderly Conduct and 1 all other offenses. Total 22

Monthly Count of Persons Charged for offenses:

2 Assault, 7 Larceny Theft, 1 Recovery of Stolen Property, 3 Drug Abuse, 1 DUI, Conduct and 1 all other offenses. Total 15

Miles patrolled for the month: 5,834 Year to Date:  11,765

Motor Vehicle Accidents for the month: 13 Year to Date: 27

Calls for Service for the month: 157 Year to Date:  333

Chief Stewart stated that Penn DOT is replacing/fixing signs.

A motion was made by Supervisor Fischer to approve the report. The motion was seconded by Supervisor Bostinto and carries with all in favor.

FIRE DEPARTMENT:

Westfall Fire Department: Chief Llewellyn gave the report for February, 2016: 7 Automatic Fire Alarms, 7 Motor Vehicle Accidents, 1 Public Service,  1 Utility Wires, 2 Chief Investigations, 1 Stand By Transfer, 1 CO Alarm and 5 Structure Fires.   The Total calls for February were 25.  The total fire calls year to date are 38.

The EMS Report for the month of February was as follows: 30 Calls in Westfall Township, 4 Calls in Dingman Township,11 calls in Milford Township, 3 calls in Milford Borough, 3 calls in Matamoras Borough, and 2 calls in Orange County, New York.  Total calls for February were 53.  Total EMS calls year to date are 108.

The combined Year to Date calls are 146.

Training for the month: Four drills/In-house training sessions held for 122 hours and two members completed 24 hours of S130, S190 and L180 Forestry Training.

Other: 3rd Annual Golf Outing at High Point Country Club will be held on May 16; Westfall Fire Department Tricky Tray will be held on July 23, 2016 at DV School Complex; Pulled Pork Take Out Dinner will be held on August 12, 2016; Westfall Fire Department Hunters Raffle will be drawn on September 10, 2016 and Turkey Shoot Raffle will be held October 16, 2016.

A motion was made by Supervisor Buchanan to approve the Westfall Fire Department Report for the month of February, 2016. The motion was seconded by Supervisor Fischer and carries with all in favor.

Mill Rift Fire Department: Mr. Pranski read the report which stated the following for the month of February, 2016:

Mr. Pranski confirmed with Vice Chairman Dotey that the Department has four drivers and 3 drivers in training.

A motion was made by Supervisor Fischer to approve the Mill Rift Fire Department report for the Month of February, 2016. The motion was seconded by Supervisor Buchanan and carries with all in favor.

HIGHWAY DEPARTMENT:  Bill Schneider gave the report for February, 2016.  Mr. Schneider stated the department put material down and handled two storms and one heavy ice storm.  They also worked on Fire Tower Road and culvert pipes throughout the township.  The department trimmed trees throughout the township in the township right of way and maintained equipment.  Mr. Schneider attended the Road Task Force Meeting and discussed the 12 year plan.  The Department repaired most major damage from the very bad rain storm this month.  He stated there is a problem on Heaters Hill in the culvert pipe area.  He maintains photos of the damage.  The Department also removed loose stone on the roadways from the application of winter materials.  He said the broom will be rented in the next month or so for cleanup.  The Department was called out for a tree down on Roberts Lane and Bluestone Boulevard.  Discussion was held regarding line painting on Route 6 and 209.  Mr. Schneider will be obtaining quotes for the painting.

The Highway Report was approved on a motion made by Supervisor Buchanan. The motion was seconded by  Supervisor Bostinto and carries with all in favor.

BUILDING/ZONING REPORT:  Wayne Rohner gave the report for February, 2016.  He reported one zoning permit and one building permit for February, 2016.  The fees totaled $444.00 for the month.

A motion was made by Supervisor Fischer to approve the Building/Zoning Report for February, 2016. The motion was seconded by Supervisor Buchanan and carries with all in favor.

EMERGENCY MANAGEMENT: Mr. Ewbank was not present and did not submit a report for February, 2016.

CORRESPONDENCE:  On desk for review.   

OLD BUSINESS:  

1. Township Bill Approval Procedure: A motion was made by Supervisor Buchanan to approve the requirement of two Supervisor signatures on township bills weekly before submission to Myer & Myer for payment and the requirement of two Supervisor signatures on employee time sheets of employee overtime hours and part time employees. The motion was seconded by Supervisor Fischer and carries with all in favor.

2. Schedule Workshop Meeting: A motion was made by Supervisor Fischer to approve the scheduling and advertising of a Supervisor Workshop Meeting on Thursday, March 31, 2016 at 7:00 pm for the purposes of discussing Highway Department matter and any other business that comes before the Board. The motion was seconded by Supervisor Bostinto and carries with all in favor.

 

3. Township Building Generator Bids: The following bid was received:

 

Voltron Electric, Inc. in the amount of $31,731.00

A motion was made by Supervisor Fischer to table the matter until the next meeting to allow for engineer review. The motion was seconded by Supervisor Bostinto and carries with all in favor. 

NEW BUSINESS: 

1. Municipal Risk Management Workers Compensation Pooled Trust-Proxy: A motion was made by Supervisor Buchanan to approve Vice Chairman Dotey signing the proxy vote since a representative of Westfall Township will not be attending the MRM Trust Annual meeting on April 8, 2016. The motion was seconded by Supervisor Fischer and carries with all in favor.

2. Alicia Bonadonna, Diakon Community Services-Presentation regarding Medicare Apprise Program: Ms. Bonadonna gave an informational presentation to the Board and the public. 

 

No action taken by the Board

3. Letter from the Pike County Chamber of Commerce-Membership Application: Discussion followed.

A motion was made by Supervisor Buchanan to decline the membership application/contribution to the Pike County Chamber of Commerce. The motion was seconded by Supervisor Bostinto and carries with all in favor.
