Supervisor Regular Meeting Minutes-November 2, 2015

November 2, 2015

The regular meeting of the Westfall Township Board of Supervisors was held Monday, November 2, 2015 at 7:03 pm. The meeting was held at the Township Building on Delaware Drive and LaBarr Lane, Westfall Township.

Those present were Chairman, Robert Melvin, Vice Chairman, Jerry Dotey; Supervisors; Lester Buchanan and Robert Bostinto; Solicitor, Robert Bernathy; Secretary, Jodi Hulse and Treasurer, Scott Myer. Also present were Zoning Officer, Wayne Rohner, Road Master, Bill Schneider, Chief, Rob Llewellyn, Chief, Chad Stewart, Emergency Management Coordinator, Robert Ewbank, Chuck Pranski, Chris Gordon and approximately 9 members of the general public.

Supervisor Raymond Banach was not present.

APPROVAL OF AGENDA:  

A motion was made by Supervisor Buchanan to approve the agenda.  The motion was seconded by Vice Chairman Dotey and carries with all in favor.  

PUBLIC COMMENT:  

No public comment took place.  

MINUTES:

October 5, 2015-Regular Meeting Minutes:  A motion was made by Supervisor Buchanan to approve the minutes.  The motion was seconded by Supervisor Bostinto and carries with all in favor.

October 14, 2015-Supervisor Budget Workshop:  A motion was made by Supervisor Buchanan to approve the minutes.  The motion was seconded by Supervisor Bostinto and carries with four in favor and one abstention.  Chairman Melvin abstained since he was not present for the meeting.

October 21, 2015-Supervisor Budget Workshop:  A motion was made by Supervisor Buchanan to approve the minutes.  The motion was seconded by Vice Chairman Dotey and carries with four in favor and one abstention.  Supervisor Bostinto abstained since he was not present for the meeting.

TREASURER’S REPORT:   Mr. Myer gave the report for October, 2015 which is on file at the Township Office.  Discussion followed regarding the Petition for Tax Increase Hearing.  Chairman Melvin confirmed with Mr. Myer the hearing would not need to take place.   Chairman Melvin summarized the tentative budget.

Supervisor Buchanan moved to approve the Treasurer’s Report.  The motion was seconded by Vice Chairman Dotey and carries with all in favor.

POLICE REPORT:  Chief Stewart gave the report for October, 2015.     The report reflects the following for the month of October, 2015:

Monthly Count of Offenses known to police:

3 Assault, 2 Burglary, 13 Larceny theft, 1 forgery, 3 fraud, 1 recovery of stolen property, 7 vandalism, 2 drug abuse, 11 disorderly conduct and 1 all other offenses.  Total 44

Monthly Count of Persons Charged for offenses:

1 Assault, 12 larceny, 1 sex offense, 1 drug abuse, and 1 disorderly conduct. Total 16

Miles patrolled for the month:  5,869 Year to Date:  50,089

Motor Vehicle Accidents for the month: 18 Year to Date:  169

Calls for Service for the month:  198 Year to Date:  2,023

A motion was made by Supervisor Buchanan to approve the report.  The motion was seconded by Vice Chairman Dotey and carries with all in favor.

FIRE DEPARTMENT:

Westfall Fire Department:  Chief Llewellyn read the report which stated the following for the month of October, 2015:

5 Automatic Fire Alarms, 2 Utility wsires,4 Public Service, 1 Search, 1 Pedestrian Struck, 1 Event Standby,  3 Chief Investigation, 1 gas leak, 1 Assist PD, 1 water rescue, 3 motor vehicle accidents and 3 structure fires.  The Total calls for October were 26.  The total fire calls year to date are 261.

The EMS Report for the month of October was as follows:  34 Calls in Westfall Township, 16 Calls to cover Squad 33, and 8 calls to cover Squad 19.  Total calls for October were 58.  Total EMS calls year to date are 738.

Training:  Fire drills/In-house training sessions held for 154 hours

Two members completed the 188 hours of Fire Essentials

Two members completed six hours of HAZMAT awareness

Two members completed 24 hours of HAZMAT operations

Two members completed eight hours of HAZMAT refresher

Three members completed 16 hours of Structural Burn Training

Three members completed ten hours of National Firefighter One Challenge

Other:  WTVFD has designed a replacement for the 1986 Pierce Arrow Engine. Build of the new unit will begin in early November.  Target delivery is scheduled for May 2016.  Completed Fire Prevention Training for DV Elementary School and Home Depot Safety Day in observance of Fire Prevention Week.

A motion was made by Supervisor Bostinto to approve the Westfall Fire Department Report.  The motion was seconded by Supervisor Buchanan and carries with all in favor.

Mill Rift Fire Department:   Chuck Pranski read the report which stated the following for October, 2015:

October 3, 2015- fire alarm on 464 Cummins Hill Road-Engine 1 and Engine 2

October 7, 2015-Work Night-Rand and checked all vehicles

October 13, 2015-Monthly Meeting

October 14, 2015-Work Night-Driver Training

October 17, 2015-Mutual Aid to Lumberland-Structure Fire, Route 97-Tanker 1

October 21, 2015-Lost hunter-Engine 1 and Brush

October 28, 2015-Work Night-went over equipment on Engine 1

A motion was made by Supervisor Buchanan to approve the Mill Rift Fire Department Report.  The motion as seconded by Supervisor Bostinto and carries with all in favor.

HIGHWAY DEPARTMENT:   Bill Schneider gave the report for October, 2015.  He stated the department worked on maintaining the equipment.  They cleared the culvert pipes and drains from leaf build up.  The department also worked on shoulder repair throughout the township.  Mr. Schneider prepared his budget and attended the Supervisor budget workshop meetings. He also met with the Pike County Conservation District to review the paperwork to obtain the grant fund balance.  The Highway Department also did repair on Fire Tower Road.  He met with Tom Balch from the DCNR on Fire Tower Road.  There will be a signed placed stating “No Winter Maintenance”.  Mr. Schneider stated the department will continue to perform winter maintenance as long as the weather allows.  The paving on Bluestone Boulevard is scheduled for this week.  The road will be closed from 7:00 am to 5:00 pm.  The base repair will be done in one day and the paving the next.  Mr. Schneider stated he attended the monthly Road Task Force meeting.  He said the Department will try to get back to Machipicong Island for maintenance if the weather holds.

The Highway Report was approved on a motion made by Supervisor Buchanan.  The motion was seconded by Vice Chairman Dotey and carries with all in favor.

BUILDING/ZONING REPORT:  Mr. Rohner gave the Building and Zoning Reports for September, 2015 and October, 2015.  There were three Building Permits issued in September consisting of a fee total of $6,099.60 and one Zoning Permit issued in September totaling $75.00 in fees.  There was one Building Permit issues in October totaling $124.00 in fees and one Zoning Permit issued in October totaling $75.00 in fees.

A motion was made by Supervisor Buchanan to approve the Building and Zoning Reports for September and October of 2015.  The motion was seconded by Supervisor Bostinto and carries with all in favor.

EMERGENCY MANAGEMENT:   Mr. Ewbank presented the report for October, 2015.  The details were as follows:

October 8, 2015-Attended Orange and Rockland Multi-Commodity Table Top Exercise with Jimmy Ellison and Bob Howard at the Matamoras Fire Department.

October 21, 2015-Responded to truck accident at the Pond Eddy Bridge

October 23, 2015-Participated in conference call with Penn Dot, PEMA, Pike EMA, Shohola Supervisors and Shohola EMA regarding Pond Eddy Bridge.

October 23, 2015-Went into Pond Eddy from Parker’s Glen Road with Pike EMA, Shohola Supervisor, and Shohola EMA to check on and inform Westfall and Shohola residents of the situation with the Pond Eddy Bridge.

October 24, 2015-Participated in conference call regarding Pond Eddy Bridge

October 26, 2015-E-mailed copy of right of way agreement to Westfall Township

October 26, 2015-Participated in conference call with Bob Melvin and Bob Bernathy about Right of Way agreement

October 30, 2015-Attended Shohola Supervisor’s meeting concerning right of way agreement between Shohola Township and the railroad.

October 30, 2015-Pond Eddy Bridge reopened at 5:00 pm.  3 ton weight limit and one car at a time. 5mph speed limit.  Repairs to begin November 9th.  Bridge will be closed from 8am to Noon and 1 pm to 5 pm daily until repairs and completed.

At the request of Supervisor Bostinto, Mr. Ewbank informed the Board about the 1st Responder drill schedule for Saturday, November 7, 2015 by Orange & Rockland/Pike County Light & Power.

 

A motion was made by Supervisor Buchanan to accept the EMA Report for October, 2015.  The motion was seconded by Supervisor Bostinto and carries with all in favor.

 

Mr. Ewbank requested that the Board appoint Mike Fischetta as Emergency Management Coordinator Assistant.

Discussion followed.

CORRESPONDENCE:  On desk for review.  

OLD BUSINESS:  

  • Matamoras Municipal Authority-Meeting: Discussion followed. No action taken.
  • Pennsylvania Fish and Boat Commission Parking Lot-in front of Township Building: Vice Chairman Dotey stated the status. No action taken.
  • Hawk’s Nest Noise Issue: Vice Chairman Dotey stated the status. No action taken.

NEW BUSINESS:

  • Pike Conservation District: Request for letter of support-Pike County Groundwater Level Monitoring Network: A motion was made by Supervisor Buchanan to send a letter of support. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
  • Route 6 & 209/Mountain Avenue-Welcome Center Traffic Signal-Loop Issue: Estimate from Kuharchik Construction to replace (4) 6’ x 6’ Loops: A motion was made by Supervisor Buchanan to approve the proposal in the amount of $2,282 and to approve the work being done by Kuharchik Construction. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
  • Furnace Replacement-Highway Department Building: A motion was made by Supervisor Buchanan to approve the proposal in the amount of $6,081.05 and to approve the work being done by Deer Park Oil. The motion was seconded by Vice Chairman Dotey and carries with all in favor.
  • Pond Eddy Bridge Situation: Chris Gordon was present. Discussion followed regarding the recent bridge closure and situation.

 

      

            The Board advised Secretary Hulse to address and send a letter to Penn DOT to request the department to

Expedite the bid process for the proposed bridge replacement.
